I pay my barber $11 for a haircut.  It takes him about 15 minutes - 20 minutes tops.  

I kinda think that's a pretty good hourly wage.  I don't think a tip is warranted on top of that.  In his case, I suspect the thing that limits his income is not being being about to keep the chair busy all day long.
