I'm from an area that is moisture deficient. Here 'dry' means crops are short, or even dead.
When I read someone say it is so dry the tile lines are barely running, I translate that to mean 'we don't have much excess moisture in the soil' more than I read 'it is so dry things are dying'. In areas where draining the soil means higher yields, I would think a moderately drier than average year would be better than a moderately wetter than average year.
