I'm not a soil biologist so this could be completely wrong, but I'm guessing the soil test measures the elements that are "free" in the soil matrix. If your soil has small pieces of rock that contain the element, more will be released slowly as those bits break down, just like how coarse lime takes time to break down, so you may have plenty of some elements until the minerals in your soil fully deplete. I would suggest doing some strip tests with added fertilizer to see how it reacts in your conditions. There are plenty of stories of recs saying none needed and deficiencies showing up. I think "available" is a lot more complicated than a testing lab can determine and may be dependent on weather, timing, underwear color, etc.
