I would pull it. Check bearings and tires, take a spare implement tire and jack. I think they have a way to lock the tongue in a rigid position with the caster wheel off the ground. My thought is, pulling it would not be considered over width, just like towing any farm implement. You would have to stay off interstate highways. Put it on a trailer, and it's for sure over width. Go to Google Maps and select "avoid highways". Plan out a route and take your time.
