If a wage earner is getting a refund they absolutely already paid taxes. Their employer already paid they taxes on their behalf. That is where the refund comes from. The money they had the employer overpay the government because they couldn't trust themselves not to spend it.

I'm not sure if things have changed a bit in the last ten years, but I know for a fact that there were people making about $30k per year while on a free ride from welfare (food stamps, heating assistance, section 8) that would get a $10k refund check. The child tax credit for each child amounted to a paycheck, and a substantial one.
