Sales tax is a pure %. The only thing that makes it regressive is the fact that lower income people have less money to spend to start with. Taking 7% of every dollar they spend hurts them far more than taking 7% of every dollar Elon spends. But...you could take 99.999% of what Elon has and he'd still be "wealthy". There is no "fair" tax that isn't progressive.

IMO, there is no fair tax that is progressive.

Big spenders will pay more taxes. They could live like the poor and pay the same taxes. That’s fair, rich and poor have the same standard of living. Or they can buy what they want and pay more taxes than others. Their choice.
