I always go to the shelter for dogs. Pretty much, for me, I walk in, play with the dog for 5 mins, to introduce myself. After that, I roll them over on there back, and see if they let me hold them down. If they bite or try to nip, its not going to work out. If they try to get aways, and then stop when I hold them, they are good. IF they just lay there, and let me do anything. Then I pass. The safe ones like that usually have no trouble being adopted. They have all seemed to work out.
