It’s a simple case of a disagreement over preventing unlicensed people from practicing veterinary medicine.

Every state has licensing boards for doctors and veterinarians etc. They are enabled by state law and charged with regulating the profession as a means of protecting the public from incompetent and unlicensed people. They also have the power to censure or pull the license to practice of the professionals after due process.

Sounds like there has been an ongoing attempt by the state board to prevent “lay” (non veterinarian) unlicensed people from doing ultrasound examination of cattle. Instead of responding to cease and desist orders, the guys in question have ignored the issue completely.

I guess they and their lawyers decided they would keep going until something happened that they could have grounds to go to court and hash it all out. The “ pregnancy is not a disease” idea is dancing around the specifics of the state practice act. Typical lawyering behavior!

Much better to have done the lawyering ahead of the arrest.
