You thinking this is how “the system works as it is supposed to” is scary and explains a lot. We as a country are wrecked with this line of thinking.
Think about what you are saying. A board can get someone arrested and then a judge will determine what is right and wrong. We ARE a country without the rule of law. This mindset is so dangerous!
