In my little experience (1-year) calves need to be able to get away from the cows on a clean grass paddock and everyone needs shade. It seemed like the calves just weren’t content therefore they weren’t thriving till I made arrangements for them to go out through a creep gate. So to answer your question I’d put the pairs on grass
