From my experience, if you have to make a choice, put the pairs on grass.
Calves get 'bored' and will eat manure in a lot which is a scours risk.
When it rains the lot turns to mud, which is hard on calves (and newborns but I'm assuming you'll have a spot for them until they go out to grass).
Less flies in pasture.
And cows with calves just seem to need more 'space' than bred cows/heifers in order to thrive.
