Sometimes on a hot day our NH3 tanks will do the same thing when you turn the valve on. The pressure moves so fast through the line that it will kick in a safety valve slowing down the release a BUNCH at once. Obviously that's to protect in the event of a broken hose or mishap of sorts.

So yah, I can imagine a similar safety device on a grill.
