Had the same issue a couple weeks ago too. I sometime use hay preservative in this situation. I get it in a 15 gal container. I don't know the name of it and supposed to be non-corrosive but I think this is what I use in the link I found on the web or very similar. I get it from my Vermeer guy in town and my neighbor also sells it with Conklin products. In the past, when we fed in the winter, the round bales looked good and not moldy that we had put up wet. We put this stuff in the 15 gal sprayer tank and use the side by side to apply it. My brother-in-law drives up the windrow spaying it on with a wand and I follow him with the baler. Crude, but works for us when we can't get the hay up. I had a boom made up, but was applying too heavy. I was using the smallest nozzle I could find and drove about 15 mph. So we just used the wand and he drives about 10 mph. Still think we put plenty on. Just a thought on what we do and I'm just doing 10-15 acres.
