A non local tennant is not your neighbor. 

If I read his car insurance response correctly, I'd already be having a talk with my actual neighbor about his chosen tennant and the costs of building a fence that solves both of your issues. I'd probably have a cash rent offer on the pasture ready as a second option for when he balks at the fence costs. If calves are going to get out into your crops, they might as well be yours.
