It doesn’t need to be cool to become usable but the opposite.

We want it cool to keep it unusable. NH-3 doesn’t leach so if it’s below 50 degree soil temps, it doesn’t convert to nh-4 and we are safe from leaching until Spring soil temps rise above 50. That makes Fall application better than Spring for us.

You do need decent soil moisture for the Nh-3 to attach to.
