Part 107 is the first step for the drone. Then you need a 44807 if the drone is over 55 pounds, this takes a couple of months. A 3rd class medical, then a part 137 to dispersed anything besides water. That takes care of the FAA side, cost is about 2K when said and done.
Custom or private applicators license depends on the state.
Insurance for my farm was the same as any other piece of equipment, not to bad as the drone isn't that expensive compared to other equipment. The quotes I got for doing custom work was 8K to 9K for the season from my local agent. May look around next year as I think there is better deals on custom insurance.

$1 million liability drone insurance from this outfit is $665 year for up to 2 drones.
