The lights are bright so people see them with enough time to stop before they get to the scene. If you're stopped, you'll see the people directing traffic.
Or, just keep driving, your wife will tell you to move over to keep from hitting the truck parked on the road with lights on, while the traffic guy hops the guardrail...
