Ethanol has been common for what? 2-3 decades now?

Why haven't small engine manufacturers built their engines to run properly on it by now?

Ethanol, despite many of its overlooked faults seems to always get the blame from manufactures building poor quality products and refiners adding it to poor gas to make it better.
