I would say that what makes this malicious is the penalizing of people, from minor to extremely harsh, for not using the product and sometimes for even questioning it. Lying about a product is wrong, no doubt, but the methods of coercion used to push these shots on society is very, very different than simple lies. The lies are only one small part of it that makes the whole situation that much worse.

Edit to add: I don’t necessarily blame the lower levels of the industry that just went along with it to preserve their jobs. I also don’t consider it malicious if they gave bad advice because they didn’t bother to use their own medical knowledge to verify what they believed and were saying. I call that irresponsible. I expect better of them. But I don’t consider that malicious.

However, if they did not use their supposedly better knowledge and expertise of the field and just assumed they automatically knew more than their client, then yes, I do consider that malice as they were just using their position of authority as a facade to appear to have knowledge that they didn’t actually possess. That was done on purpose and I consider that to be acting maliciously.
