So, as hard as the wind blew several times after harvest, I can show you fields everywhere that look just like your top pic and nothing was done. A chopping head wasn't even used. Can a VT tool increase the chances they will blow, well sure but so can wind, lots of rain and many other things, but nobody says anything about that.
