The 4 things you named about crop insurance are really simple, it is all the add on afterwards. As far as preventative plant and replant, I would assume the insurance companies analytics are probably telling them that paying prevent plant and replant saves them money in the end compared to a crop failure in many regions. That is why you must plant so much in a section to qualify for prevent plant so they have the data. That is why the rates are different for everyone. They have all the yield data. I believe you also can elect not to have PP replant on your policy.( not 100% sure on this).
