Bad tailor or no tailor is my vote. I comment to my wife that he needs one, IF he wears a shirt, usually the sleeves are too short. At least how I was taught, shirt sleeves are to be 1/2" to 1" a past the coat sleeve. Maybe I was taught wrong is a possibility too.
