Got a Massey 2850M with cab and loader. Shuttle shift trans. 50 HP. Run a 9' haybine and a 4x4 round baler with ease so I'd think for what you want to do, Something in that size would be fine. If I ever put a hoe on it, I'd want it to be a frame mounted one, not a 3 point. 3 point ones are hard on tractors.
TBH if I was looking for a hoe for the occasional small job, I'd check into those little cheapie compact hoes the run like a 20hp air cooled motor. See them for $3000-$5000. In fact a buddy of mine got one for like $1700 because it was non-running. Cleaned the carb and it runs like a top.
