Subject: Oven machinery

NE North Dakota
I have a kenmore gas stove/oven. Has an upper and a lower oven.

The lower oven igniter does not glow orange. I moved it to the top and it will glow. I believe the issue is the safety valve. The top safety valve will have 3.00 volts out. The bottom is 120 volts. I’m thinking the neutral is broke???

Across upper oven igniter wires I get 120-121 volts. Across the bottom igniter wires I get 20ish volts.

Question is if I get a safety gas valve how to I replace it?

The vertical silver pipe is gas supply. It has a screw threw it into the safety valve. But I can’t unscrew the safety valve because of the brace or clamp. Do I take that screw out? If so how do I reseal it all?
