| The brief history is that cows have more favored status in the state. When the confinement rules were put in to place they were designed to target hog barns. No one was really ever put cows in confinement back then. When people starting building cattle confinements, the Iowa cattlemen’s association successfully lobbied for the 10% rule as a way to exempt more barns from regulation. There have been no major changes to ago rules in Iowa since 2003. | |
