Yes, this is the most important part of the thread, code does not allow parallel runs of whatever size is convenient for the guy doing the install. I beleive 1/0 is correct for being the smallest size that can be run in parallel.
???? Well, it obviously has been working fine for more than 45 years. Electrically there is no reason that this is a problem. What was the code in the 1970's when this was wired? Perhaps the local authorities/jurisdiction have an exception to the NEC for this. May have been a problem getting 4/0 underground cable at the time so this was a reasonable solution. I would suspect that this might be why it was done the way it was.
