MN | IRFanview is a program I've used for a long time. It will do it for free, just open, and then save as the format you want. You could set up a batch to do an entire folder as once.
It will put multiple images in one file, options->multipage images->create multi page pdf. It can also make them smaller, reduce resolution, etc. to make the file size smaller.
No subscription, no cost. works well for a lot of stuff. | |
