You didn't mention a make or model of NVR from what I see, but that user interface looks an awful lot like a Lorex NVR that I used to fight with at a customer's location. They bought it over my strong protest, and then suffered through having it barely-work for several years, before one day it altogether died. It was branded Lorex, but I've seen very-remarkably-similar user interfaces on several brands, so I don't know who the ultimate manufacturer is.

I mention all this because I had the "duplicated and missing cameras" problem that you are experiencing. I had them on a well-managed network, and I'm 100% certain the problems were not with networking, and instead had to do with some kind of problem in the client app. I say that because when that problem happened, it wasn't necessarily consistent over time, *and* the behavior via the client app was not necessarily the same between clients (if I tried to connect using a different computer, a while later), and also was not necessarily the same as what the NVR itself indicated when attaching an HDMI display to it.

Unfortunately I don't have any advice; just sympathy. Assuming it's the same problem I had, good luck; things only got better for me when it was replaced.
