Subject: Rotary hoe oats?

Northeast Missouri

Around mid April I'm going to spin on some Berseem clover seed on oats (planted March 15; emerged about a week ago--excellent stand) and I'd like to find some way to get the seed worked in a bit--I don't think I'll get a great stand just laying on top of the ground.

I've considered running a rotary hoe after spinning on the seed, slowly so it won't tear up the soil as much or cover the seedling oats too much. Do some of you organic guys have experience with running a hoe in a similar situation?

I don't have any other tool available that has a chance of doing what I want without being too aggressive.
