Top Trump trade advisor Peter Navarro denied that Trump’s new tariffs are being used as a tool to negotiate better trade terms with other countries.
“This is not a negotiation,” Navarro said on CNBC’s “Closing Bell: Overtime.”
“This is not that. This is a national emergency,” he said.
