Is the dispatch office in the firehouse? How much of that mission-critical equipment is on battery backup already?

If the only thing the generator is doing is maintaining the truck block heaters, hvac, and lights, then I'd definitely favor the manual transfer switch approach. A simple knife switch with a lever, and you'll never have to troubleshoot why it isn't working correctly. A few minutes without power until someone can get there to start the generator won't be a big deal.
