I honestly don't see a hoe working at all, but it definitely won't work at a slow speed as it will just poke holes in the ground and not throw any dirt.
Why not use a drill, which is meant for this exact purpose? Or a harrow at least. I don't think you will hurt the oats either way if they are already up.
