| dont be afraid to disc or harrow them. we used to disc them with the disc set about 4 1/2- 5 inches deep to get 2 1/2 - 3 inches of cover. dad talked about old timers would plow seed oats under in the fall. hard to get them too deep.
edit; just reread the op and see he was talking about seeding it down on top of existing oat oat seeding. forget what i said. a culti-packer would work good now if you broadcast seed on top.
