The seed will always hit the seedtube no matter what speed you are driving. There is no relative motion between the seed and the seedtube, they are both traveling forward at the same speed. Therefore when the seed is dropped from the meter it is still traveling foward at whatever speed you are travelling, say 5 mph, as well as being accelerated downward by gravity. If there was nothing between the seed and the ground the seed fall to the ground with a forward velocity of 5 mph, obiviously causing the seed to bounce and roll.

What the seedtube does is accelerate the seed in the direction opposite of machine travel to cancel out the forward motion of the planter so that when the seed exits the tube and hits the ground there is no relative motion between the ground and seed and result in a "dead drop". The curve in the seedtube is designed to accelerate the seed rearward approximately 5 mph.
