Kevin, The subject of bringing active threads to the top of the page has been discussed here in the past. The nearly unanimous opinion has always been to leave it with threads arranged in order of when they were started. Always moving active to top has been too confusing for most.

There is no individual setting that enables users to arrange according to their preference. It has to be set one way or the other in the forum software.
