Rolla, ND | Well 2 quarts should work if buckwheat is starting to vine. I didn't take starting to vine as 2 feet long.
Other thing is I don't believe Classic is available in Alberta, if it was I'm not sure he wants to grow Soybeans or peanuts. It's not even registered in the Western US.
There's lots of ways to burn the buckwheat down. Paraquat, Liberty, ET, they can all burn it, but generally he would be cheaper since he is already spraying Roundup to simply add enough to work on the buckwheat.
I don't know about your coops application for instance I don't know they actually applied 2 quarts nor if they added ammonium sulfate, nor how they did it. But if the buckwheat was beginning to vine, it should have done the job.
