At least one Horse Breeder in Kentucky, fellow named Johnson I believe, and a horse farm near Texas A&M used hay for horse bedding.
Johnson gave a Forage Spokesperson Talk at one of the American Forage & Grassland Council meetings a number of years ago.

He said, he kept a stocker in with each stud horse and several stocker calves in with the brood mares, when on pasture. The stockers grazed what the horses refused to eat. saved having to mow the paddocks. Then all his horses were put in stalls at night. Calves stayed on pasture. There the horses were fed some oats and some alfalfa hay. He started using low grade timothy hay for bedding, because it was cheaper than wheat straw. He noticed the horses were eating their bedding for about a week. When they stopped he pulled the hay out and threw it where there happened to be some cattle. The cattle chowed down on the enriched or supercharged hay. Claimed, some years, he made more on his cattle than he did with the horses.
The people near TAMU used bermudagrass for bedding rather than wood shavings. Same result, Less cost up front and a usable byproduct.
