FAA says a plane must stay clear by 500 ft of any structure, vehicle or person, with some exceptions.

So over an open field a plane is perfectly legal to run with his wheels just over the crop, as long as he is 500 ft to the side of any of the above.

Crop Dusters are in a different category than general aviation airplanes. They can take off over weight and can dispense materials from the plane with a few restrictions.

It will be against the USDA/EPA rules to apply a product to a crop or area that is not labeled for the product. I do not know if they carry a rinse water to clean the boom before landing.

Most crop dusters transit at 500 to 1000 ft AGL and he probably was not off label, if he ran a rinse through the boom.

For some reason a big radial or horizontal opposed engine makes a noise that gets folk's blood pressure up. What I like about the turbo prop is, it just makes a humming noise and does not upset the innocent bystander.
