you need to use an external 12 volt power supply to power the unit throught he cigarette lighter plug. when you turn on the power supply, the Lightbar will power up.
for communicating through the COM port get yourslef a USB to CAN port adapter for your laptop. there are many brands available, I have used Linksys. Other brands will probably work.
