How close are you to your local ethanol plant? Why don't you call the plant & ask why & when they changed their policy on non-acceptance? Then call their seed sales division & ask them why? Then report back. Sounds like you're genuinely concerned for your neighbors.

We have 0 ethanol plants in this area, but I'm sure I've heard before that they would not take gmos not approved in Japan. Could be wrong....no ethanol here, doesn't matter.
