Rototilling does an excellent job, and I have the same experience on the crowns.... ie: smaller the crown is, the less it will survive. But we quite rototilling first (edit: the first tillage pass) due to repair expenses. We started crowning with a switch plow extremely shallow, then further working the ground. One method we use is to crown, chisel, then rototill. Tillers seem to like that better. :)
