Apply 40-50% ahead of the plowing, with the balance ahead of seed bed preparation. With P levels that low, you need to get it dispersed throughout the plow layer as well as possible. Depending on your CEC, it could be just as critical to do the same with the K, but if sandy soil, not necessarily. Depending on pH, you may need to do the same with lime. JMO, you better do what is best for your soils there...
