I am not sure where your county office is getting this "30 day rule" from for turning in paperwork. I just took a quick look at FSA handbook 8-LP and I found the following provisions regarding timing. If CCC-633EZ page 1 or CCC-709 is filed for "field direct" shipments before beneficial interest in the crop is lost, then the producer has until final loan availability to request payment. The only exception is for commodities immediately fed during harvest, the producer must complete CCC-709,
Part E within 60 calendar days after the date of harvest.

Now sometimes FSA offices like to either make up their own rules, or State offices will do so. Rules also change, and they may not have picked up on the changes. If it is important to you to have more than 30 days because of harvest workload or tax planning, etc. I would ask FSA on what they are basing their statements to you that the paperwork needs to be filed within 30 days. Ask them for a specific handbook reference, if you get an answer I would be interested to hear it.
