Here around Columbus, OH (a little further north than you) they winter kill so you're just looking at whatever your normal no-till weeds might be less a few from the competition. Roundup + 2,4-D kills them easily if they winter over. As per the discussion below, we saw an easy 50# credit and sometimes 100#. The real benefit, though, was in the permeability and tilth that the covers helped give the soils. We were planting soon after wheat (mid- to late-July) with a Roundup treatment up front to kill the emerged wheat, etc.

Cost? Someone else will have to get that one.
