I'm in Canada so some of the chemicals you just mentioned are lost on me, except the Bravo.
I can't say that there is a "cheap" program out there. Although I do use Nova, which is systemic and is preventative as well as having curative action. I follow that up with sequential shots of Bravo.
I have tried some of these new powdery mildew resistant varieties and have found they turn out very well.
