and the old Soviet republics could be players if they could get corruption under control. I know a couple different people that tried to do fairly major projects in parts of the old Soviet Union. They said that by the time you paid off everybody who needed paying off it cost about 6 times as much to do a project as what it should have. Captial won't flow into a place like that.
