Subject: Irrigation

I am new to irrigation and my operator manuals have little to be desired on this subject. On my newer Valleys, If I set the depth of water to what I want I am struggling to achieve that. One system if I set at .6" I get .4(which is nearly acceptable), however the other system which is identical, if I set to .6" I get .15"

What am i doing wrong? How do I fix this? The pivot pressure is fine, it seems to me that it is a calibration in the pro panel that need fixed.
