From your mention of the vertical valve bank, I assume that this is a 1991 or prior model 1680. As mentioned, the B+ switch on the engine has to power up the electrohydraulics. The header raise and lower solenoids should have 12 volts resepectively when activated.
The solenoids for the other functions work in pairs, except for reel raise & reel lower. The reel raise solenoid (1st valve section on top of the large header valve section; solenoid is on the end where the header adjustable lowering screw is located; this is also called the "jammer" solenoid) has to be activated in order for the unloader swing or the fore-aft reel to work in either direction. It will not be actitvated on reel lower only.

You will find that the valve bank sits on rubber isolators, and there should be a large ground wire bolted to the lower mounting plate. Make certain you have a good ground for the entire valve bank. With the engine idling, get somebody to work the controls. You should see a full 12 volts at the wire lead on the appropriate solenoid(s) when activated.

It sounds like you lost the "jammer" solenoid connection when you put the valve bank back on the combine, the ground wire, or maybe both.
