Some key words in the info from WSU info are "protein is lower in higher rainfall" regions. So I am guessing that with you normal summer rainfall you are going to have a tough time getting the required protein to make hard wheat quality standards. This is the reason soft wheats are grown in higher rainfall regions and hard wheats are grown in drier areas like the Great Plains and some parts of the Pacific NW.
So be careful, you may be growing hog feed instead of bread flour.
