The whole idea of the farm program is to provide a little extra $$ in the tough years. Why not get rid of the direct payment all together (most of it goes to the landlord anyway in the form of higher rent) and expand the crop insurance program? The RA type coverage guarantees x $$ per acre, so pick the coverage you need to cover you expenses. Of course the premium would go up as you needed more revenue coverage, so let the Govt subsidize that. We wouln't need LDP's because you are guaranteed X $$ per acre no matter what the price.
